现行纪检监察机构的领导体制存在着明显的局限性,很多人提出的"平行体制"和"垂直体制"构想又都是不可行的。为了使纪委能够更好地履行党章所赋予的职责,可以考虑通过各级纪委职能的"重心下移"来提高其工作效能。对于国家监察机关的改革取向,则可以考虑由各级人民代表大会产生监察机构,对派驻部门进行宪法和法律所规定的一般监督和反腐败等特殊专项监督。

Due to the current limitations of leadership in the discipline inspection and supervision system, "cat-mouse relationship" is formed abnormally between the discipline inspection and supervision institutions and those who need to be investigated during the investigation for big and major cases, which means "cat" wants to capture " mouse" but fears "mouse" to be the leader. In order to make the discipline commissioners fulfill the responsibilities better in accordance with the party regulations, it can be considered to improve the working efficiency through "gravity down" of functional authority in the discipline commissioners at all levels. As for the reform of national supervision institutions, it can be considered to elect supervision institutions among People’s congresses at all levels for the appointed departments to be supervised in special projects like the general supervision and anti-corruption in accordance with the Constitution and the regulations.
